Think I got shafted by the tow truck?

Had the misfortune to breakdown on the Autoroute on the way back yesterday. There are two fixed tariffs, one for less than 1800 kg and one for more than 1800 kg. My logbook says my car weighs 1400 kg but the max towing weight is around 3500 kg. The tow truck driver took the max weight therefore the higher tariff. He pointed to the PTC abbreviation after the +1800kg tariff. Apparently that means max load in French. However that is not by the -1800kg tariff. Also I don't see how even the smallest car would have a max towing weight of less than 1800kg so what is the lower tariff for? Have I been conned?
On top of all that I got a 50% surcharge as it was after 18:00 on a Sunday night. So 227 EUR in total. And I assume I will have storage and another tow to the garage on top of all that!
