I've watched many a World Cup and Euro game from the Le Circuit Bar in Arnage. Its about a 20 minute walk from the enterance to Blue Nord.

I'm driving during down at the time of the match... hoping to be able to pick up TalkSport on Long Wave but this might be a tad optimistic. May have to download an app to listen to the radio and munch through my data.

Anyone watching in Rouen/got any recommendations of places to aim for around there?

I don't want to join the 750 euro club so I think it's highly unlikely I'll make it to Le Mans in time for kick-off, given my Eurotunnel only arrives in Calais at about midday French time!
