Apparently 5 of the voting countries switched their votes from Paris to London after senior members of their committees either had their vehicles confiscated or levied heavy fines after an exploratory trip to Le Mans. The separate incidents combined caused a lack of confidence in the French transport infrastructure amongst IOC member countries.
