Technically yes but you’d need to be driving something very fast and that can last for 24 hours (not a TVR) and Robert would most certainly be your auntie’s avuncular relative!
Apart from using Mulsanne there is to the very best of my knowledge one road in and out on race day.
The BIB are really spoiling it down there, last year for the first time in a decade we didn’t even bother going to the Chinese De 24hrs on the Saturday night as they seem to get a load of pleasure from stopping people from watching the cars on the boards before the first chicane.
Given the injection of cash into the local economy the race brings you’d really expect them to be slightly less pig headed and obstructive.

Yeah, er, 2001 I think, during qualifying we could stand on the fences and look over, but the last time we made it there (2003, but during the race) there was a copper keeping everyone back. What's the official line? Is it now impossible to get up on the fence, even during qualifying?
Took this little vid www.pistonheads.tv/video.asp?id=394&nr=1 at last years LM. Just turn left instead of right when leaving the Hunandieres(sp) hop over a couple of fences and hide behind the Armco. Watch out for les coppeurs though.
