need a parking blanc ticket

Any ideas where to get one? or will I have to join the ACO and apply on line?

You won't need to join the ACO. I've bought parking tickets when we've arrived - they usually have a slack handful kicking about at the main ticket office.

Or you may be able to buy one from the ACO site on-line ??? Or by phone.
