2nd hand car bought from dealer and it's mot

The car has an MOT. They have done what they said they would.
It is not reasonable to expect advisories to be addressed - they are advisory notes about the condition of the car, in the opinion of that specific tester. They are not requirements.
Depending how old the car is, I would be delighted to be given just a single advisory!
ETA: if it is a three year old Bentley, maybe you should expect a clear MOT. If it is an 8 year old Fiesta, you certainly should not.

That's one of the most useless MoT advisories ever, it could mean almost anything from a bit worn to borderline knackered. If you're worried just get them checked.
Brake pads are consumable items, very unlikely a dealer would be bothered to get them changed just off the back of an advisory and they wouldn't have to do it before selling the car.
