How are search engines cheaper?

Confused. Com say:
"You won’t pay more for buying car or home insurance through Confused.com. The prices we quote are the same as if you went to the company direct."
But companies you call say they cannot match that quote if you just call them and ask "them" for a quote. Additionally, if you call and ask for a change of vehicle quote the pro rata p.a. rate can be twice as much as the search engine quote for a new policy.
Plus, the premium can change by £100 - £200 from one day to the next and it's confused.com price only, why is the risk / market changing so rapidly?
