Buying a Civic Mk8 - does this paint look right to you?

Hello all
I've been to look at a car to buy today (a Honda Civic Mk 8), and need a second opinion.
When I opened the bonnet, I noticed that on one side, close to where the bodywork meets the suspension (sorry if that's not the right technical description!), the paint finish is not smooth. Here's a photo:

So my question is, does this look normal? Could a car come from the factory like that, or is it a botch that someone has made to cover something up?
Any thoughts would be greatly appreciated. Thank you.

Looks like paint over seam sealer ,which is entirely normal.
What year is a "MK8" by the way ?
Thank you for your reply. It just looked a bit of a mess to me, that's all. There's none on the other side. I also have an existing Mark 8 which doesn't have that either.What year is a "MK8" by the way ?
Mark 8 Civic is 2006-12, by the way. This one is 2010.
