Paypal - PAD - car buying from abroad

Quick question - has anyone used the pay on delivery service from paypal (through ebay) to buy a car? Looking at a car which is in Ireland, bloke says that delivery of vehicle would be arranged and I'd owe £500-£600 cash to delivery driver, before then paying for the car via paypal if it is as described on arrival. I haven't been able to view the car, and the chap is looking for a cheap sale. HPI is clear, MOT history is a little bare - only the last couple of years, showing rust ++ then pass. Welding work has been done on the vehicle.
Is this all too sketchy or worth a go? Car is worth it, dream vehicle and a good few thousand ££ cheaper than cars that are nearer.

Depends on the car, but I would be very cautious buying unseen, with what appears to be questionable MOT history etc.

Whereabouts in Ireland is it? Might be possible for someone else to take a look on your behalf and maybe take some video footage?
