Contract hire or lease unspecified car?

Talking to a mate's father who said that 20 years ago, his company used to pay a fixed amount per month over two or three years for cars, and drivers would get a brand new car every three to six months, but would have very little choice over what it was other than approximate class / type of car.
He reckoned that manufacturers/dealers would register the cars as sold, get a higher price this way than selling volume into rental fleets, and then put the three/six-month old car through the car supermarkets as nearly-new.
A quick google search showed no useful results. Anyone here know if this type of deal is still available?

Couple of years back I was looking at leases and requested a settlement quote on my 3 series. The dealer I bought it from (Harry Fairbairn Kirkcaldy - highly recommended) then called me as the settlement request had flagged on their system.They were offering boggo 318i Sports in whatever colour you wanted for £279/month with no deposit on PCP. The guy mentioned they had 'around 50' of them in stock. Wonder if it's something like that?

So does anybody know if it possible to pay say £279/month (or ideally less than the rate for a specific car in a chosen colour and spec etc) and receive a new 318 or equivalent every six months?
