GTi Mk7 bubbled wheel arches

I'm looking to buy a used 2014 mk7 golf gti but the rear arches are bubbling. Is this something could go back to VW any advice would be great

They should be fixed under the 12 year warranty but only if the panels haven’t been repaired previously (accident damage for example).

There are hundreds of other Gtis for sale without bubbling arches

Chances are its had something unsavoury happen to it
