Car has sat on sale for 18+ months
Discussion
Seems an awfully long time to have been sat around.
Best approach (IMO) would be to assess exactly what you would pay for it (be realistic) and explain to the dealer that you know it’s been for sale for a long time, that you’d like to buy it and pay £XXXX.
No messing about, no fluff, just tell it like it is, they might just say no, they might shake your hand. Nobody really wants a car around that long!

The garage are going to be losing money on this deal whatever you offer them with it having sat there all that time its taken month after month of depreciation, you might find a better dealing on something that has just landed than this one.
Things to look out for, sticky rear brake calipers, weak battery, mould (this always comes back).
