1970s junk, rusty, stupid clapometer Speedo, wheezy 1256cc engine.
Stay clear I say.
Only joking.
I thing they are OK, but simply boring, and it's a Vauxhall.....
Would he not be better looking at a Hyundai i10 or Kia , cracking long manufacturers warranty, excellent reliability, and seem very well screwed together for a reasonable price.
Generally have quite a good spec for city cars also.
I love selling Hyundai and Kia, they leave the premises and invariably never see them again.

When I was desperate for a car I seriously considered a Viva as they were about £8k brand new at the time. However, when you sit in one you will realise why they are £8k as they feel pretty cheap inside. Put it this way, sitting in a corsa and closing the door felt like a Rolls Royce compared to the Viva.I thing they are OK, but simply boring, and it's a Vauxhall.....

The salesman I spoke to thought they only sold the Viva to get people into the showroom so they could sell them a Corsa instead.
I agree the i10 or Picanto is a much better car but then it is a bit more expensive. Personally I would go Kia or Hyundai.
We run a Viva.
Wife and I chose it after having tried all the other city cars at the time (2015-16). We still haven't found anything that performs its various tasks better.
35k trouble-free Viva miles so far, 60+mpg mixed driving.
Try one, then decide whether what it offers suits you.
Vauxhalls are not as crap as people want them to be.
