You'd get something from the class above for £13k, I paid only a few hundred quid more for my Fabia Monte Carlo brand new a couple of years ago.
I'd personally be looking at a Fiesta for that money, although the Ka+ is very underrated and almost as big yet a few grand cheaper if you don't want to spend the whole budget. A Dacia Sandero, Hyundai i10 or Kia Picanto would work too.

Smart Fortwo is about the best city car there is imo.

Top tier fiesta for 13k, a few available for a little bit less. Not sure if it's got sensors though it seems to have a camera!

This. We purchased one of these, albeit a 2006 model for a couple of grand and it is utterly fantastic for bimbling around in. Very roomy, loads of boot space and when you put the back seats down you can comfortably fit two large German Shepherds in the back.Performance won’t set your on fire, by any means, but that is not the point of the thing. Fuel economy on the 1.4 is excellent and they are a very fun characterful car.
Ours is called Herby. The number plate also makes us giggle. We have not yet grown up.
