Buying a car with just a v5c2 (green slip)

Hi guys
I have a friend who runs a garage. He purchased a car privately from a customer who was emigrating in December. The car sat at his unit and he has the green slip, upon which he has written his own details at the point of sale.
He has now sold this car to me as he doesn’t have time to start the project. He has 8 others of this marque so he has an affliction just like me.
for me it’s a fixer upper and sell it on. It’s more about getting another car back on the road instead of watching it rot in a yard.
My mate never received a v5, presumably because the other bloke never filed with the dvla before emigrating.
Given this bloke is a good mate, what’s the quickest way to get a v5? I think we should do a v62, but should he do it, or should I? I assume if he does it as the new keeper, then the dvla will write to the now emigrated owner and this will cause a delay?
If I apply in my name, sending the green slip, the dvla will write to him to authorise the sale to me and then I will get the new v5? Seems like the fastest way to me?
Did I get the process correct? Anyone done this before?

You're pretty much spot on, Send off the V62 in your name with green slip attached so you dont pay the £25 (if you need it on the road you should be able to tax it at the same time if you get the Post Office to do it although you may need the previous owners postcode to do this) V5 will take 6-8wks as they will write to the current registered keeper and if theres no response from them within 4 weeks they will issue a V5 to you.I think we should do a v62, but should he do it, or should I? Don’t worry. I’ve not entered into this with the intention to make a profit. Just to rescue it and sell it on to an enthusiast to keep it on the road. I shall make sure the buyer is fully aware and happy with said position. Car will be sold to an enthusiast on a spares or repairs basis, albeit in a much better condition that when I acquired it.

The green slip (new keeper) reference number is just the main v5 reference with an extra digit at the start. If you change ownership online using v5 reference number you will get a v5 in your name within a week most likely.
