Order process when leasing through a broker?

So - say you go to leasing.com to look for a lease, you find one you like and you contact that broker, they send you an order form which you sign and return to them. They then carry out a credit check etc, everything goes smoothly.
A few days later you get some forms to fill in (direct debit and contract hire contract etc) from a large car fleet provider who are the ones actually providing the car to you.
At that point - before you return those forms - has the car already been ordered from the manufacturer as a result of the broker receiving your initial signed order? Or will the fleet provider not order anything from anyone until they receive your paperwork?
Seems to me that in this sort of case the initial leasing broker is doing no more than introducing you to a much larger fleet contract hire provider, and I can't imagine why they would order a car without receiving paperwork signed by the hirer.
