Car in Belgium last registered in UK, shipping to Canada.

I have a question I hope someone can answer about a car I am closing a deal on.
The car is located in Belgium, however the owner only holds a V5 UK registration for the car, and it has been out of the UK for most of its life. Although it is a 2006 it has never had an MOT, so this would indicate it left the UK before 2009 (I believe it may have been early 2008).
I need to know if there is any concern with exporting a car from Belgium that has this history; will customs allow it to ship (I know they don't check every container - but if they were to check mine). I have read some quoted DVLA rules that have left me with some doubt.
