I'm thinking of buying a car here and driving it to and using it in Bulgaria. Most of the left hand drive cars for sale in the UK are still on foreign plates so how does the transfer of ownership work? Ideally I'd want registration transferred from the current country straight to a Bulgarian registration without ever bothering with the DVLA.

Also, what kinds of checks can be done to insure that a car is not stolen when it's not registered in the UK?

This might have been asked before, but the only information I could find was from 10 years ago.

Which country is the vehicle registered in currently?

The ones I am looking at are either on French or Spanish plates.

Try an Auto DNA test. It's a europewide hpi check.

Also most EU countries have a mileage register and mot history, accident history on their government sites for free.
