A-Class 3 yrs - best option

My SiL wants one but wants to keep it 3 yrs and swap it. Is a PCP best for this or lease or is it simply a matter of doing the sums? She does a tiny mileage, prob below 5k.

Also her in-laws live in the latest congestion zone (Charlton, London) and so not being charged to visit them would be important.
