I believe the 1.6 PSA Engine in the Ford, etc is not very reliable.
My FiL has a 2011 C4 and that is pretty reasonable from a Passenger perspective !
Renault DCi supposed to be Ok.
I was impressed with the Dacia 4WD I hired in Iceland.
The Kia/Hyundai 1.6 CRDi seems reliable. Decent sized Rear Legroom and Boot.
I sold my 2008 130K Ceed 1.6D on to a Colleague with no concerns and now on 195K with very few problems.
Presume you will be doing a lot of Miles?
Consider stretching the VED cost. It won't make a huge difference to overall Costs.

We used to have a 2011/2012 Skoda Fabia estate 1.6tdi 105 bhp. used to do an easy 60mpg on a run and 50mpg around town. Google shows 530L boot. Nice place to sit if you don’t look to closely at the plastics and have a good spec in the higher trims.
We ran ours for 5/6 years and it cost nothing to run with only a new battery and handbrake cable needed above regular servicing.
Use rain x on the side windows if you spend time on the motorway as they don’t clear very well for some reason at 50mph+.

I run a 1.6 Kia Ceed 2 (2012 model with the DPF... no problems thus far) Does 60mpg without any issues and has only thrown a couple of springs on me taking it from 25k up to 90k in three years plus regular maintenance. It isn't particularly interesting to drive but around 95% of the time it just carves up the M6. Bought for £5k at around 4 years old and probably only worth £1k now.
I'd say the Insignia with the EcoFlex engine in ticks all of your boxes.
