check for outstanding finance on 2 week old car?

I'm interested in buying a 2 week old car and the private seller has provided photos etc. which display the registration mark.
I've paid £9.95 for an hpi check which confirms the reg is valid for that model etc. but the principle reason for the hpi check was to find out if there's any outstanding finance and the report just tells me that because its so new they don't have that information.
what next?

Ask the seller to authorise the supplying garage to disclose to you the terms of sale.
If it was in finance, ask the seller to provide proof that the finance has been cleared and ask the seller to authorise the finance house to speak to you to confirm it has been cleared.
If the seller says no, you have your answer.

is this situation normal for 2 week old cars?
after sufficient time to record the information does an hpi report state for sure that ' there is definitely no outstanding finance' or does it say 'we are not aware of any outstanding finance'. In other words is the report gospel?
No idea I’m afraid.
If you follow the steps above you should be ok. There is an outside chance I suppose that the seller bought it outright and refinanced it after purchase, or bought it with finance from house A then paid it off via finance from house B. You’d still be in the dark then without an HPI report. Guess it depends how long you want to wait.
