Yes, if the ad states that the car was in storage for 14 years but in fact it was being driven overseas, then you can get your deposit back, as you paid the money on the basis of a claim which turns out not to be the case.
Tbh with it still being a sellers' market, I suspect if you just ask politely the seller will return the deposit regardless, but if not then I'd explain that you placed the deposit on the basis that it had been in storage, but you've now discovered otherwise.
Incidentally I don't quite see why it matters to you; you knew the car's age and mileage already, I don't see that it makes any difference whether it clocked up that mileage in 14 years in eg France or in 1 year in the UK - if anything, I'd think continuous use would be better for the car than being mothballed for so long. But if it does matter, I imagine you could get your deposit back yes.
