A number of cars in the two lists above are in the £615/£630 VED category. If your friend is buying at £3K this suggests they have a limited budget and maybe won't want such high fixed costs. Low value, high-cost older cars like this may also be hard to sell on for the same reason.
Out of the cars in that list I would consider the Accord and the Avensis. I wanted to suggest the GS300, which was my initial favourite, but the MOT history on that particular one is quite grim. A GS300 would need to be pre-March 2006 to avoid highest VED.
A post 2009 Honda Civic auto (proper torque converter) could be decent if you can find one near budget.
