Euro 5 Diesels and ULEZ

I live in Manchester that has currently not bing enforced but coming soon ULEZ zone that only applies to commercial vehicles.
So private owned Euro 4 and 5 diesels are safe.............................for the moment.
My gut instinct says getting a diesel is a bad idea as they could pull a fast one and include private diesels, say after a year of operation.
Am I being paranoid or is this a sensible concern?

I’d say it’s a safe assumption that anyone within a city’s limits (or has the need to drive inside one) is going to be on the receiving end of a ULEZ in the coming years, you’d be daft to not assume the Greater Manchester one won’t target private vehicles at some point after it’s reintroduction.
Look at Paris, they are banning all diesel engine cars (including Euro 6) from 1st January 2024. I am pretty certain that London will follow this plan at some point in the future.
But even Petrol is not safe, Paris will be banning all petrol cars in 2030.

I think it is extremely likely that all clean air zones will ban non Euro 6 diesels in the near future. Then it is only a matter of time before they ban all diesels from city centres.
As for how long this will be, who knows?

No exceptions / ability to pay a day rate - just a fine if you dont comply, and a fine that doubles each time you are caught.

Won't it depend on air quality? The Birmingham CAZ was introduced for ALL Euro 4 Car and Euro 6 diesels straight away on 1st June 2021, but other cities are most likely to do this too. But you'd expect the effect of only penalizing commercial traffic first would be checked, but it's not about revenue is it? But even Petrol is not safe, Paris will be banning all petrol cars in 2030.

Yep, £60 and doubles each subsequent time up to £480 
Half that if paid promptly. Basically a flat ban on Euro V and prior diesels.
I wonder how it copes with people changing registered keeper -- does that reset the prince to £60 or does the new owner get a very nasty surprise?
