Does this car exist?

Petrol or diesel, returning a genuine 40mpg+ average.
Very quiet and very comfortable for l-o-n-g trips.
Excellent sound system with DAB.
Not horribly slow.
Heated seats (cooled seats a bonus!)
Reliable and low maintenance.
Preferably small wheels and big tyres!
Costs under £20,000.

Ioniq Premium (or Premium SE to include cooled seats) would do everything you're asking for ~£12k. It's an utterly dull car to drive but it's comfortable, frugal (60mpg+ easily) and very well spec'd. I hated the gearbox on ours but I kind of wish I'd kept it as a spare car to run in to the ground as it was good at everything other than being fun/pretty.

Since people normally just post cars they own/have owned, I’ll start…

Volvo XC60 - more of a jacked-up estate than an SUV and the small wheels/big tyres were a blessed relief after a couple of BMW’s where the tyres fell apart at the mere sight of a pothole…

I'd lean towards this. Probably go for an SE Lux though as I found the R-Design rims / tyres a bit crash bang on occasion but that was based on an XC90 I owned.

The XC60 SE lux I borrowed was great on the motorway.

D5 should see 40+ and has enough pace to jog along ok.

Any number of derv powered luxo barges. I’d probably go E class, but I’d take the 350 and eat some more fuel.

Volvo S90 in D4 or D5 guise. Pretty sure most, if not all, come with active cruise control, some of the best seats in the business and a decent stereo.

Yes, I bought one and it is magnificent and supremely comfortable (don’t go above 19” wheels)

Meets all your criteria to boot!

My father in laws is for lack of a better word superb, his has conferred about 180k with very little going wrong . my wife has an octavia 4x4 which is also brilliant, hers it’s based off the MQB platform and for a 4x4 diesel estate is very nice to live with, it’s just ticked over 100k

Both are 2014 cars.

It's parked on my drive as we speak.

You'll have to drive slightly slower on the motorway than I do to get over 40 but 39mpg is easy.

It's a 640d on Scotland-proof 18s. And one should be about half your budget.

It is definitely not horribly slow.
