What is the best way to find out if a car has outstanding finance or has been in an accident?

If the car has been repaired and not given a CAT marker, it won’t show up on any report. You’d need to check it yourself and look for any tell tale signs.

If you want a free, basic check, create an advert on Autotrader and it will run the reg through their checks and let you know if the car is listed or not (no finance check).
