Should dealer inform DVLA that I am new keeper?

So, i bought a new car 3 weeks ago from a motor trader, not a main dealer.
I haven't received the v5 so i called the DVLA and they say that they haven't got any information that i'm the new keeper.
I'm waiting for the dealer to get back to me but i am a bit confused, i would have though he should have done this, or am i mistaken,
DVLA say i now need to get V62 and pay £25.

Yeah, how did you tax it?
Did you ask to see the V5 when you bought it? If not why not? Its a basic check.
Do you have the new keeper slip? If so, you have the V5 11 digit reference number, because the V5C (new keeper slip) 12 digit reference number is the same except for an extra leading digit. So you could just go online and do it.

Yes the dealer should have done it, and should have given you the new keeper slip.
I would have expected a dealer to have done this online nowadays, which generally results in a V5 arriving a few days later. Dealer may be old school and may have posted it and it got lost.
Go here: http://www.totalcarcheck.co.uk and put in the registration - this will generate a free check - about half way down you will see "V5C Issue Date" which will tell you when the reg doc was last updated. See whether that tallies with when you bought the car. (other tools to do this are available).
As above, if it has not been done and you have the new keeper slip you could go online and do it yourself - however you would then have to tax it as the last registered keeper will get the refund of the tax - which may or may not be a concern depending on how much it is.
(I once bought a car that the seller - who was not at all a driveway trader, oh no, absolutely not - only had the new keeper slip for, with a date that was over a year before written on it "as he didn't want to increase the number of previous keepers". He had taxed it during that time, twice, as there were 11 months left. I used the number on the new keeper slip (minus the first digit) to do the log book online before paying. Previous owner would have received a surprise cheque for £400 or so in the post

The dealer taxed the car for me online when i picked it up.
I did see the v5 and he did give me the green slip.
I have spoken to the dealer, he apologised profusely, he meant to notify the DVLA but somehow forgot, He has done it now and sent me a screenshot.
A small point, i think i may have got a speeding ticket in the days after i picked up the car, i guess the previous registered owner will get that and at some point it will make its way to me.

If that's the case, the previous keeper will get a S.172 notice. They'll probably say they sold it to (dealer). Then (dealer) will get a S.172, and either forget to fill it in (based on previous form) or look at his notes and tell them when and who he sold it to.
