I live in Ireland and bought a campervan in a private sale from Northern Ireland. By mistake I sent the fuĺl V5 certificate to change ownership to the DVLA. The DVLA have point blank refused to return it to me
My insurance company won't reinsure the vehicle because it's on UK plates. In order to import the vehicle without the V5C I need a certificate of conformity however this has been refused due to the fact I have no V5C. The DVLA have been very unhelpful and I now have a vehicle I can't use and have no proof of ownership. Does anyone have any advice? TIA

Perhaps apply for another V5c? It'll cost £25 and you'll need a UK address.

V5 is not proof of ownership. Your purchase invoice / receipt is.My insurance company won't reinsure the vehicle because it's on UK plates. Why are DVLA refusing to change keeper?

It's going from NI, south of the border to ROI - paperwork should have been submitted to DVLA to declare it as an export. Instead they've submitted the paperwork as a regular change in keeper request. As OP is not in NI and it appears they put an ROI address on the paperwork, DVLA have now witheld the V5 until it's corrected. You made 2 mistakes. Not only did you put a ROI address, it was also you that did it, not the seller. It is the seller's responsibility to update the details. Given the reregistration didn't occur, the seller could apply for a V5 again (using a V62 and paying £25), then send it to you to progress with the ROI import (and notify DVLA of the export). They may get their £25 refunded too, given the circumstances.
