Need something practical for the country roads/lanes, putting a 1.5yr old labrador in the back and with the potential to drive through the flooded January roads of Somerset.

I can't seem to see much beyond a Volvo Xc60 and here's where I hit a problem. My budget I'm looking at high mileage which I've no issue with but I want the 2.4 D5 in R design guise and not sure my budget can stretch to a half decent facelift 14 plate.

What other option have I maybe missed?

I did consider an estate, but think I would prefer and SUV with genuine awd.

The Infiniti EX 30d is where I'd be looking at this price point they're all ULEZ compliant have Bluetooth & Bluetooth streaming, you can add android auto/CarPlay:

My sister-in-law has just part ex'd her 12 reg Audi A4 AllRoad, 85k, 2 owner with 2 cambelt changes for £6k, I had my eyes on it as in great condition.

She has a Springer and she had the Travall dog guard in the boot to split it 50/50.

We used to have a 2.4D5 14 Reg XC60, great car, although the turning circle of a supertanker...! I definitely think you'd be looking at high milers for your budget.
Skoda Octavia Scout is the 4x4 version of the Octavia.

Most practical for country lanes would be a Fiat Panda as they're narrower than any SUV you might look at and that's a major benefit on narrow lanes.

If you want to go bigger a RAV4 or CR-V will be among the most reliable options.

I have a Golf Alltrack which is the VW badged version - a very decent family car. Alltracks are over budget though.

The Seat Xperience is worth a look too, same thing again. There were differences in what you got as standard and what was available as an option on each version.
