Second car runaround / long distance cheap tax

Any recommendations for a second car that is ideally £35 or less to tax, and around £1.5k - £4k?
Plan to do most jobs and servicing myself.
I like the idea of getting a second car that I can park anywhere in the city without worrying about it, and drive long distance on occasion and save £.
Love the idea of an Abarth 500 but have heard it's not that comfortable long distance, and annual tax is higher than £35.
Initially looked at diesels and like the passat estate tdi but plan to go into cities with emissions ULEZ.
Have narrowed down to a VAG with the 1.2 TSI or a Toyota with 1.33 vvti (6 speed).
