Its all about the ANPR, although obviously real criminals aren't going to use their own plates are they... Will be as affective against terrorism as ID cards.
I do find it funny that one gov dept. pedals these plates that rely on dubious spacing for vast amounts of cash, whilst another goes about confiscating them.
If you get caught twice they are threatening to issue a Q plate. That's going to muller your cars value...

It is not known how many motor vehicles display misrepresented number plates or how many are driven by active criminals, but Operation Larch will provide intelligence for the first time on the link between this offence and broader criminality, and inform a debate around the tightening of legislation around number plate offences.’

There is no evidence, either tangible or otherwise anywhere at all, to suggest that criminal activity is the work of someone who wants his name or the model of his car to be perceived as the registration mark on his legally registered vehicle, so we're going to hunt you down if you do it.
In fact, we're going to design automated taxation devices and pursue you (your wallet) with a diligence hitherto never seen, and turn you into a criminal even if you don't want to be, (P.S. the kill your speed mis-information excercise is there to improve the quality of the taxation device pictures so please slow down) just to prove that criminals are only what or who we decide they are.
To answer the question of the sceptical, "is this driven by crime detection, or revenue generation"? I will simply answer, how on earth do you think the government can possibly support my current wage and pension demands unless we help them...... errrr I mean, it's to catch criminals.
Mike.
