My cars wetting itself

Flashed someone on the motorway and the bugger didn't bat an eyelid, turns out the headlights aren't working, so, went to look at the fuses in the passenger footwell and the fusecarriers are all wet as is the carpet and the cables were dripping with a fluid.
I guess it could be the heater matrix, but the fluid felt greasier than water, so, could it be air con fluid? or is that a gas? or is there anything else in that area?
The engine water level seems perfect.

Could be the heater matrix. When I first bought mine I kept getting a wet left leg. Initially put this down to excitement but then realised it was the heater box. The pipe which shound exit out the floor was missing so dumped water all over the place.Bit of a pain to sort but not the end of the world
