Would my exhaust pass an IVA?

So ive got the car stripped down and noticed that the external sleeve (best way i can describe it) of the downpipe section of the exhaust has corroded and flaked off. There are no holes in the downpipe, it seems just to be external. I dont want to really replace any parts as i was planning on fitting a complete new cat free system after the IVA so my question is would the exhaust pass if i wrap the damaged area in exhaust wrap/gauze?

Ive circled in the picture below the oproblem area (the exhaust in the pic is not mine)although mine is slightly worse.

Those external wraps were/are, I believe, all to do with sound deadening so provided the exhaust is not blowing or bits are hanging off there is no reason for it to fail. It will have to pass its sound test.
