i should know this one really, but i have had several conflicting opinions about certain registration rules.so can anyone answer this.
we have in, a brand new kit, built with brand new parts except the engine which is an "80's" v8 which has been fully rebuilt with new parts, it is however on carbs so; can i apply for a new registration ,but more to the point what emissions would it need to comply with because obviously an 80s engine on carbs and no cats would not pass as new. however if the emissions were "as engine date" no probs, by the way we have all the reciepts inc engine parts and machining etc

You can apply for new plate as long as the engine is "reconditioned as new" and all other major components are new.

It'll be emmission tested at pre-cat levels (<3.5%CO and <1200ppmHC at idle) as long as you can prove it's a pre-Aug95 engine.

If you're putting in for the manufacturers test it will have to meet CAT emissions irrelevant of engine age.

If it's going for amateur build then you'll need to prove engine age to get out of CAT emissions regs.

If ALL parts are new apart from ONE which must be rebuilt to an as new standard (invoice stating something to that effect) then you can get a new reg., but if they don't accept that for any reason then you'd finish up with a Q because you obviously can't claim as donor parts if most are new, daft, but that's how it works.
