It will have cost him, at least £10000+ to build to that spec up to that stage, budget for another £1000 to £1500 to get it through the IVA,if your plan is to get it on the road, but you need to check if its been built to IVA standard, you need receipts, build photo's etc etc, so if you can get it at the right price, you can save yourself a few quid, but don't under estimate the time and work involved getting it through IVA, this is why the seller has not got it on the road?
If it was my money, I would buy one road registered, unless your only going to use it on track, it which case I would not want to pay more than £7000 for it.

Its a tough call buying a car like that. You really need to view with someone who knows MK's and IVA. But also you need to consider emissions etc. and would it pass. Could be a honest car, but could also be a money pit / PITA. Bear in mind too very few used kitcars sell for £10K+, even Hayabusa powered ones, and this could possibly need £2K spent on it in time and cash to get through IVA, it is not therefore a "cheap" car.
Not dismissing it, could be a good buy, but if you have £8-10K in your pocket have a quick look around at what else that could buy you.
Buying 90% complete cars is a mindfield and foremost ask if it just simple stuff why the vendor does not bother? But in saying that, looks like it has some good components in there. Research that baffled sump too, I always thought 'busas need dry sumps to be safe or at least an accusump to back the baffles up. But I am no expert, may work perfectly in a trackday car but research it on the bike-engined forums ( and specifically mention track proven on fast bends NOT just road driving ). Or it could end up costing thousands in a new engine and dry sump system .
Duncan ( turbobusa ) may be able to advise.
