This isn't really a kit car, but I was interested in this web page of a DIY build. Will this thing be street legal when it's done?

In the UK there is no reason why not as long as it complies with the regs.
How it will fair in the US is another matter as the regulations change state to state and some are very strict on emissions.

I think in general the states is less hassle to get a car on the road than here,

I think you can get a chassis like this over here from Arch who have made 7 chassis for some time, both for Lotus and Caterham if you interested in building a period correct re creation might be worth giving them a shout.

Some of the old school kits don't give you much more than Ron Champion's book does

As long as you can SVA it you can run anything - machine your own engine if you want (2 litre V10 anyone?)
