Insurance including track cover for a 24 year old?

Does anyone know where I can get insurance for a Westfield that will allow my younger (24 year old) brother to drive the car that will include track day cover.
I've tried Competition Car Insurance but they will only cover once he's 25 and Graham Sykes who won't cover the track days.

Norwich Union used to do track cover, but I use Adrian Flux so I do not know the ins and outs of Norwich Union.
