Fuel tank sealers

Hi all,
I have just dropped the fuel tank due to there being a bit of rust in there.
I have also bought the POR fuel take repair kit from Frosts.
My question is do I have to use the sealer stuff. I think that the baffles in the tank will not let me drain out all of the sealer. It is OK to just use the marine clean and the metal ready. The other reason for only using stages one and two is that I can not get to the internal pick up. I'm guessing that when/if I use the sealer it will clog out the pick up.
I did not build the car so am unsure what to do.
The reason for it rusting is that the original was added to, so that it was a long range tank. The baffles look like new (nice and shiny) the walls of the extension are a bit rusty. the car was stood 4 years before I bought it.
