My "project" is a three wheeler microcar which I want small headlights to build into the body. The look I want is bugeye / Messerschmitt and because I will have to built to MSVA rather than IVA rules it's possible to have them quite close together due to intended narrowness of finished vehicle.

Looking around there is little choice of small headlights from the normal kit car sources other then the common 4" (or maybe be 4.5") types so I have been searching bike parts suppliers.

They are two lights that are simply bolted together in the middle with a small spacer. Unbolt and you have two seperate light units cool

Am I right in assuming they are exactly the same as the types sold as individual lamps for kit cars other than not having a base mounting bracket (and the holes in the side fo bike fitting) ?

The beam is described as "flat". Does that mean it doesn't dip to one side ?

I've got the black version fitted to my Westfield and have no problems at MOT, the tester commented the first year that they had the same beam pattern as an original Mini.

You might very well struggle getting through IVA though, but I don't know for certain. If in doubt by a cheap set of 5 1/2" standard kit car headlights off Car Builder Soulutions and sell them after IVA.
