Would this rubbish kitcar manufacturing be picked up by IVA?

Not a previous, present or future client but witnessed an almost unbelievably shoddy and dangerous bit of kit car building this week.
Person attaching a head rest to a car drove a 60mm approx self tapper through the fibreglass body of a car, onwards through the ply backing of the leather headrest and retired happy in the knowledge of a job well done....until I pointed out that 45mm+ of the self tapper thread was protruding into the headrest packing just waiting for a drivers head to slam into it and be skewered. A shorter screw was produced and life went on as normal. Shocking.
Will not name and shame, but would IVA pick this up? If not, then it is a bit of a glaring safety omission.

I doubt if IVA would pick it up.Yes, I agree that it is a safety issue, but not that it is an omission.
There has to be a level at which the builder/buyer/user has to accept responsibility. To make the IVA test responsible for all aspects of the vehicle safety would make the test very difficult to define and carry out.
If responsibility for every aspect of the vehicle safety was passed to the effectiveness of the IVA test, then the only solution would be to ban anything other than volume production cars.
2 years ago somebody asked in a kitcar forum (maybe it was in this forum) if he could use such a pneumatic coupling
for connection brake pipes (!!!!!!).
so my opinion is that there should also exist an "IVA Test" for the builders.
there are many people around who think they can built a car but dont have even the basic knowledge of mechanics nor the correct skills or tools to perform a proper job.

i replied to that thread, i said to the guy i use those coupling on brake lines on my 1/5th scale race car. under heavy breaking even though they have metal grippers inside sometimes they fail. this is only a model imagine on a real car!!!!!so my opinion is that there should also exist an "IVA Test" for the builders.

This is the number one reason I'd never purchase a pre-built kit car without a complete strip and rebuild, just not worth it!
In my experience, for every kit builder that has the knowledge and time to do the job properly, there are two that think if it holds together when stationary it'll withstand the forces of hard driving.
