Query on 2500M cooling system

I want to make sure my cooling system is setup correctly before I start testing the engine... I dont want it to overheat and get damaged...
Im a bit confused however... I had assumed that the pipe from the top of the 'stat housing was a bypass that fed water back to the top of the header tank when the 'stat was closed... However, no water seems to flow from that pipe.... So what is its purpose?
The larger hose from the stat housing feeds into the intake manifold and then T's in with the heater pipework at the back of the block..
Does this all look correct, and am I wrong to expect water to circulate back into the header tank through that small pipe?
