How about this for an idea?
Instead of drivers belonging to a team that builds the cars, have them as a separate team, along with the pit crew and race managers etc etc. (1 Driver per team)
So each 'constructor team' builds two cars, in hope of winning the constructors championship.
And each 'driver team' wants to win the driver championship (obviously).
Then pull names out of a hat at the beginning of each race to decide which 'driver team is paired with each car.
this way they can still have a team dynamic, which they set the car up, perform pit stops, but it would effectively level the field for drivers and constructors alike:
From the drivers point of view: they could end up with a good or bad car, and from the constructors point of view they could end up with a good/not so good driver. it also stops the team orders scenario coming up, where the slower driver is ordered to let his team-mate pass him.
this would surely then average out across the year, and produce spectacular results along the way.

you know something, give most of the drivers the exact same car and they will all be within a tenth of each other.
only the special ones (hamilton, Alonso, Kubica et al) can find the next tenth. Then you get into consistancy which is a whole different ball game. Senna was often faster than prost but prost was faster over the whole race as he had mechanical sympathy, sense of self preservation
mix them up like you're suggesting and then its will just be a meaningless jumble of crap

If you ever wanted to answer the question of, who is the best driver, and, which is the best car, then you should have each driver switch teams for every race. The fastest drivers should still come out on top and the fastest cars should also win the constructors. In theory.
Obviously F1 is no place for such silliness, but for a feeder formala which exists to find the best drivers and crews, it might work.

Sort of. FPA was one big team for which a load of drivers raced but they had the same car each race.I did read that it's success was also its failure in that drivers couldn't use set-up or car related excuses for poor performance. Too many driver's deficiencies were exposed which is why so few went on to bigger things from the series. Ended up being a very expensive -arrive and drive type thing for rich, middle aged blokes.
