HRT and Virgin are going to get a slap. There's no in-season testing anymore!
They are travelling far too fast to be Virgin or HRT cars.Perhaps Bernie's opposition to electric engines is because he wants the next generation of F1 cars to be even quieter i.e have NO engines.

Is it their version of Formula Student?, a university based motor sport challenge. some pretty serious stuff too.
Sincerely doubt it, AFAIK no formula student competitions allow wheel to wheel racing except for the carefully laid out endurance circuit, at which its coned off to one car's width and you can only overtake in 'blue flag' zones, where the slower car enters a slip lane to let you pass. And no formula student cars have sidecars either, low power means that there would be no advantage whatsoever to taking a passenger.
Formula Student is MUCH MUCH more serious than those cars anyway! On the very narrow, twisty endurance circuit the cars average 65-70 kmph and there are some semi professional racing drivers competing who are studying at those universities (Bath University this year for example).
