Is this potentially the biggest event in Formula 1 for decades?

It's no doubt early days for something like this and it could all come to nought.
But I do think that the time is now right for the circuits to speak with a unified voice and prevent themselves from being put on a path to self detsruction - which is where so many of them have been pushed in their efforts to appease BE and CVC.

Not sure it follows that one circuit is not in competition with another, BCE can still play one off against another brazil complaining about a fee, offer It to Argentina, etc. he has control of a finite resource, and seems to play poker very well. There'll always be someone who wants a vanity GP to showcase something.
If the circuits can't really afford to hold F1 races, is it really worth bankrupting themselves all for one race? Look at both Hockenheim & Nurburgring sharing because they can't afford to hold it every year. Plus, Hockenheim spent millions 'butchering' the old track - and all for F1. Was it worth it?
There's plenty of other series out there to host, and without the ridiculous fees....

Wont make a shred of difference. The teams thought they'd take on Bernie and unite against issues in the concorde agreement and what happened ? He picked away at them one at a time by offering deals, half of them leave FOTA and the other half just go with Bernie anyway.
Bernie will play their game and then talk to promoter A, saying that he's already in talks with promoter B and they are accepting a deal for £Y, but as promoter A is such a good chap he can have a deal for £X. Then he tells promoter B that A has accepted £X and £Y is a great deal for them.. etc etc.

Yes, eventually.The German GP was over 45 laps, Bernie wasn't happy with this, so wanted/demanded they do something. Tilke designed a new modern track, which involved chopping down thousands of trees - of which the greens weren't impressed. So the old track was dug up and left for nature to reclaim.
