To go as fast as possible whilst remaining within the confines of the track. Most series will allow two wheels over the line but as soon as you have all four then you're taking the proverbial with the track so you'll likely get penalised.
According to Plato in another thread, in the BTCC you only need one wheel on the line to stay within the track limits.

He's right as things stand at the moment under MSA regs (and not just for BTCC), currently the lines are considered to be track and until "no part of the car remains in contact with the track" they are OK. As the link above shows the proposal for next year is that once any part of the car is outside the lines/kerbs the driver will have exceeded track limits.
