Highly doubtfull they will appear again. Being headquartered in spain will make it a right pain for anyone to start up again. Gaining an entry will be next to impossible. Instead it probably may be like what Minardi did when Arrows died. (Buy the equipment to strengthen their own seperate push for entry in 2015)
If they're using last year's car (and I think the rules are so similar that that should be possible) and the FIA let them in, there's a chance. The car is ready to roll with all the crash tests already done, which is the big block that's usually in place. There are plenty of drivers around, and I should think that if you weren't considering development at all you could get going with a couple of dozen team members.

Not a chance for 2013. The guys all left last November and all the technical staff are employed elsewhere now. And I strongly doubt that any of them would go back! In one month they'd have to find premises, a complete team of staff, drivers with money, build a whole load of parts in order to assemble the cars (as everything was at the end of its life by the end of the Interlagos race and there were no spares left), sort out agreements with Williams and Cosworth etc, etc, etc. All in order to spend £20-30m to tool around at the back, with zero development over the Winter, and fail to qualify for at least the first 3-4 races.
F1 teams don't operate with "a couple of dozen team members". As the smallest team out there and the only team that took every member of staff except the cleaners and receptionist to each race, HRT still had a staff of 75 at the start of the year. They peaked at 83 when they employed a couple of extra guys in the drawing office.
And yes, there are plenty of drivers around, but not with the funding required for an F1 seat.
It's a pipe dream for 2013. Testing starts on Tuesday, after all...

Team Scorpion in 2014 - time enough to invest very heavily in new chassis, engine, 'box, staff, spares, and, and, and.....
Not impossible, but unlikely - even for 2014 IMO
HRT has no value - there is nothing to buy. The only thing they had was an entry, but that has lapsed and if they don't run in 2013 there is no way it will count for anything in 2014.

If we look at what Aguri Suzuki did, it is clear that they could run this year...end of life suspension parts aside...most of HRT's car was outsourced after all and as long as the tub could survive 2013's more stringent crash tests, they could be on the grid. ...the race staff side has been covered off too, by the way...If anyone wants to start a team, they'll be doing it from scratch or building up a team from a lower formulae.
But the elephant in the room is still 2014...and that is why the FIA and BCE are worried...
