Does anyone know how the ring system on a WRC car works to enable them to change gear?

At a guess its purely an electric switch that actuates a solenoid on what or the other on their sequential gearboxes. If you look in the DT catalouge you can pick them up for pennies (well compared to a WRC factory backing budget)

It’s a sequential gear change mechanism, I’m sure you can grasp why it is a ring instead of paddles.
