The broadcast rights to F1 were sold by Bernie to the highest bidder.
There is no evidence that he had the slightest interest in the quality of the product that that bidder intended to offer to the public.
Indeed, it might be wondered whether, as he contemplated his bells-and-whistles Pay TV service, he did not wish that the free-view competition would be as uninspiring as possible.

When I was living in the USA I can remember one race when the Speed Channel (who show most of the F1 races) had 14 ad breaks during the race, not including the breaks pre and post race

Why has this topic been moved to general motersport??? it wasn't just about F1 adverts but ITV as a whole.
Can I also point out that using local/rubbish directors is ruining the coverage and image of the sport.
How many times today did we see the beginnings of an overtaking manouevre but were denied by the director cutting to show us Massa out there by himself or Pedro de la Rosa approaching a corner or even Liuzzi making a meaningless pitstop!!?? It happened too many times to be merely annoying.
If only we could vote on rule changes such as 'don't do live coverage of pitstops for anyone outside of the top 8' or next time someone is slicing their way through the field and is behind Fisi and piling on the pressure (how funny was that btw?), can we not watch a meaningless pitstop. More onboard shots of the overtakes from slipstreaming too.

Yup, have to say even more annoying than the Cock was the direction. Almost every overtaking manover had to be shown as a reply while we watched Massa or some back markers pit crew wandering out

I think that was a single head steward who travelled to each race to make sure all the rulings were fair from race to race. Fat lot of good that did (Alonso - Monza. Rest my case).
What annoys me was that they can go a full 40 minutes in the pre-race show without an advert break, then they cram in one every 10 minutes during the race. They never seemed to get more than 7 or 8 laps in before we missed 2 in the ads.
