I don't think it is, though there will always be extinguishers in the pit lane and garages
As you say, common sense says have one at hand. Lee Caroline's car caught fire in the awning at one meeting and there were no extinguishers - we put it out with the contents of the tea urn. I always take mine out of the truck and stick it next to the tool box as you just never know.

I didnt think legaly you could carry more than 5 litres in a suitable container without a hazmat certificate
says he with currently 5* 20L cans full of 99 octane in the van
The garages certainly arnt supposed to sell you more than that, and will occasionally tuen the pumps off after a couple of jerry cans...
