Dog Tags & Noise Limits

Hi guys, just a couple of questions...
1. do drivers have to wear dog tags with your name and blood type ect if so, what are the regs?
2. What engine revs are you asked hold your engine to when you are having your sound check in scruit?

2) 3/4 of max revs. I usually shift at 5000rpm sir
